Not all neighborhoods compost, but all neighborhoods recycle. It is so wonderful to me, coming from a state where there is no curb side compost, that this is so "normal" here. I think many many people have small compost heaps in their yards, but this is such a great service for city dwellers who can't or for the more bulky yard "waste".
